I don't think it's that unreasonable. If that is a legit release (which it looks like), that's a good price for it. And if it's readily available in Japan, considering the username of "otaku.com", I'd assume that they're trying to make this available for a good price outside of Japan. As in "if you're in Japan and want this, go buy it for yourself". |

For that price you can buy a Chinese Gundam statue (rebel version) like this.
Shipping will cost twice as much though (as with any Chinese products). |

Unlike animation cels, these hanken cels are different beasts entirely. They're the images used as cover art and the like, so they tend to carry a much higher premium. Here's a link with some more examples (with prices). |

But they'd still make money, and they'd have an easier time at the post office/FedEx/DHL whereever. 
So I don't really see where they're coming from. Don't get me wrong; of course, they have the right not to post to Japan, but it just seems silly to me.

It's almost a bargain for something that size. 
That reminds me: there are plastic replica pistols of Revy's Cutlasses (from Black Lagoon) in Akihabara for around 32,000 yen, IIRC. |
