So i'm guessing it has a Pikachu Power System, with a Super Sayian Processor, and a KOS-MOS Anti-Virus System?

Dude, that was terrible. You could have at least used names from Cardcaptor Sakura or components of the Linux core. Like a Clow Kernel or Spinel File Manager for example. Besides, they're making an operating system based on the UNIX core, not a computer from scratch.

Anyways, I wonder if it will be based off of Debian, Red Hat, Gentoo, Slackware, or will it be built from scratch? How modified will the kernel be? Will it bring anything new to Linux? Also, what are they going to do about copyrights?

I wonder if CLAMP is laughing about this.

Next thing you know someone is really going to create the Angelic Layer game or create a Chobit.

Speaking of which, wouldn't Chobits releate more to computers than CCS?

Yeah, I thought of mentionning that in the article, but decided against it since thats a small project that hasn't gone very far at all and this is one is a corporate project (NTT Data is a subsidiary of NTT, Japan's largest telecom company).

Perhaps, but I'd be willing to hazard a guess that the reason it's Tomoyo Linux is because maybe it uses Kerberos authentication. I couldn't find the article on Nikkan Sports or on NTT's site, but if the name was written in Katakana, it's possible that's what was meant by Cerberus certification. Maybe it's just a Japanese gag.
