I wouldn't say that the Bake announcement really fits with the thread theme, since it has been licensed and will soon be released in North America.

It's intentional. It will be moot if they only release it on Blu-ray. If they release it on DVD (of which Aniplex of America isn't doing), it will be added to the list.

Rurouni Kenshin (live-action movie) (DVD, Blu-ray) | With a Madman Ent. Blu-ray release, it's pretty much a guarantee that it's already licensed (and will be dubbed) in North America.

Will the Siren Visual release really include an English dub? If accurate (not a typo), it could mean that the series is licensed in North America.
