Heh, the second hint confirmed my earlier suspicion. This quote is quite a bit different in the official subs, though:
Nanael (A) speaking to Melpha (B) right before the former leaves to face Leina in Queen's Blade - Evil Eye -, I think episode 8.

Hint #1: Character A probably did not realize that, given the context, the dirtiest possible interpretation of the idiom she used is wholly appropriate (hence the reactions of B and C).

Ugh, totally forgot to post this before I left for the evening!
Hint #2: Characters A and B are each trying to make the franchise's most prominent male character her partner, but Character C is instead much more lustfully interested in one of their female compatriots (as the story being called "tongue-in-cheek" reinforces).

And given some of the people playing this game, I'm a little surprised this one hasn't gone yet. Guess no one watches this franchise?
Hint #4: Characters A, B, and C hail from Great Britain, Tibet, and Germany, respectively. The desired partner of A and B is one of the few actual Japanese characters in the series.

Yeah, surprised others haven't gotten it since the show has been used quite a bit before.
I haven't seen any of it. Ikkitousen is the only hyper violent fanservice show for me.

Vaisaga is correct. It's from the second OVA short. (There were a lot of great-but-raunchy lines in those OVAs, and this is one of the tamest.)
And yes, a review for it has already been turned in. Probably be up sometime this week.
