How many one can make, mb limit, copyright issues, stuff like that.

You can make as many as you want.
If we are asked to remove a skin from the site by a copyright holder, we will do so. We've never received such a request, and I'm pretty certain that most copyright owners would be okay with the skins.
Try to keep your images under a combined total of 400kb per skin.
