I have this feature turned on, but I'm still seeing the "Wanna Be the Stongest in the World" adskin. Can anyone tell me why this is happening.

I don't know if this is related or not, but I do as well, as well as having the "no skin" default turned on, and it pre-loads the skin before switching to no skin, as detailed here.
