Without an actual picture from them, it's difficult to know for sure, but there are multiple legit versions of VOTOMs out there (there's the four singles per stage from Nutech on these inexplicable double sided discs where all that's on the other side are previews, there's those same singles but with an art box or something, and the complete stages from US Manga Corps). This one does have a listing on ANN (here), so it is likely that it is legit. At least, the listing appears to be for a legit item, the item itself, well we'd need to see it when it comes in.
