On March 10th, 2017 during the Q&A with Youichi Takahashi, creator of Captain Tsubasa, at Kuwait Comic Con. He stated that there is a new project in the work for Captain Tsubasa.
Takahashi was asked by a fan if there is a chance that Captain Tsubasa J may ever be continued by using today's animation. He responded that that there is a new project in the work but it will be something new and won't be related to J. On a side note, i asked him if he would consider doing a crossover manga between Captain Tsubasa & Hungry Heart (his other work). He stated that they are considered separate works and not connected to each other 
Well being a Tsubasa fan since i was in school, having a new anime (and hopefully an ongoing one too) would be great news 
I hope to hear the official announcement/details soon |
