I have been wondering does anyone know when or why both Vampire Hunter D films have been discontinued?I have looked for them online and most of the ones that people are selling on amazon and ebay are kinda overpriced?

Because Urban Vision is no longer printing copies for it. Pretty sure both VHD movies have been out of print for a long while now.

I flipped through the used section on Amazon and the prices seem pretty reasonable.
