Correct! This series and the video games produced around this series are the only time that this character got a race-lift so I figured it was pretty distinct even if the character has been in a lot of different works (comes with being in Tezuka's star system) And back to you |

BF, I'm curious: Did you ID this one more on the character's face or the very distinctive shading that series uses? (I would have known it was a spoiler[Valkyria Chronicles] based on that alone, as no other anime series does its shading like that.) |

I identified it using the distinctive shading. It's a very memorable artistic choice for the game, and I sorely missed when they seemed to have dropped it for part 2 (or it was just too small to see properly).
I recognized the imperial colors in the back and vaguely remembered this character. |

Yeah, although his name's actually Karl Oswald. I don't recall him ever being called "The Iron". |

It's a reference to the character upon whom spoiler[Karl Oswald] is based. I almost wrote spoiler[Johan] as the answer instead, because that's spoiler[the game Oswald's given name.]
