I had the same question! I figured it was some sort of scamming but I'm not familiar with the term as it's being used here. So I looked it up on Wikipedia (which may not be the best place but you got to start somewhere) via Google search.

According to Wiki, a Remittance is "a transfer of money by a foreign worker to his or her home country." When I put the term Remittance Scam into Google I got Internet Fraud. After looking that over I think what is going on is that this variation of the Nigerian Scam. Anyway, I was happy to see someone was running a campaign in Japan to try and make older people aware of scams in general. There are plenty of the same demographic in the U.S. who still get duped each year because they're too trusting or they fall for a new scam that's being used.

There has been a scam going on in Japan for a while now where people will go down a phone book calling and saying stuff along the lines of, "Hey, it's me! I'm in trouble and need some money fast! Transfer it to xxx bank account! Thanks Dad/Mom!" Some elderly people will assume that the "It's me!" is their kid or relative and rush to transfer the money. Since they willingly gave the money to the scam artist, the police are unable to get it back... at least, they weren't the last time I talked to my Japanese friends about it.

It's often called the "It's me! It's me!" scam because of the nature of the phone call.

In fact, the haiku poster posted on this site says something along the lines of "This person says, 'It's me! It's me!' but who is 'me'? A Haiku from the Heart, Tomozo"

Oh, I saw this ad both on the train and at the post office. In other words, don't believe someone on the phone when they say they're your relative and it just happens that their phone number changed.

There was a Detective Conan episode about that kind of scam.

Now you know why phone books are becoming dead in this country.
