There's an old joke among male otaku: "You would be able to use magic if you could keep your virginity until the age of 30."

Jokes aside, I'd say this belief has something to do with miko (Shinto priestess). Similar beliefs exist in many religions e.g. Vestal Virgins.

There are even light novels about that.
In I Was a Wizard, only virgins can become wizards and witches. In Shindōkisō DT-O, only virgins can pilot giant robots.
