Maiden Japan isn't Sentai, though. Even as part of Neo-ADV, different people would be making the licensing decisions.

Matt Greenfield runs Switchblade and Maiden Japan. John Ledford owns and runs Sentai. I'd hate to break it to you, but they are two different people. Matt Greenfield's involvement with Sentai is fairly limited, with the exception of directing a handful of their dubs through Seraphim. Personally, I wish he were more involved with Sentai and Seraphim, as his dubs were always among ADV's best.

Without the initial 2 shows the point is totally lost, right? It'll just be a single terrible anime and the whole context of it being terrible semi-on-purpose will be gone...

I don't get it. If Sentai is willing to license a bunch of old stuff, why not get the old stuff that was actually good anime but glanced over? I don't at all think this has a chance of selling better than something like Kaiba or Basquash, both of which bombed in Japan and I cannot imagine they're fetching high asking prices. Licensing new shows is something entirely different, but why did through the bottom of the barrel when something better likely costs the exact same to license?
.

Titles aren't interchangeable. Some of the titles you are asking about may not be available, or the asking price may be higher than what Miaden Japan or Sentai thinks they're worth. Quality also has nothing to do with pricing. Some really great titles have been acquired fairly cheaply and some really terrible shows have been fairly expensive. There is no rhyme or reason to it.

Plus, you completely forget about the possibility of package deals. It's possible that this title was included in a bundle with another one and Maiden Japan had little choice in the matter.
