With the stipulation that the character can only do it to a person once, Code Geass is most likely the correct answer.

Yeah, you can usually rely on the character designer also being the costume designer, as cases where the two are different (especially for series animation) are very rare. In fact, the only case amongst TV series which I can think of where this happened is for Gankutsuou: The Count of Monte Cristo.

If anyone else reading this is aware of another case where this happens, please do post it.

How can I find out more about an anime staff member, a show or a studio?

This is a general question but I'd like to research the character designer Keiji Gotoh.

Have you used the ANN encyclopedia?
It has a long list of credits for him and a link to his official web site.
Most of his credits seem to be for animation, rather than character design.

Uta Kata (directed by Keiji Gotoh, coincidentally enough) had a different guest artist design the costume for each episode's transformation.

While I agree with the general suggestion that the anime you're thinking of sounds like Code Geass, one other possibility could be UN-GO? You might have mixed the details up but that's one which specifically focused on the truth being part of the power.

Sorry as I am sure this has been asked before but I just now found this website as I write this post, not literally.
But there are scenes from RV that I didn't see in the anime, are they fan made or removed?

(sorry for the bad song, I just know the clips are in this video)

And in-case videos aren't allowed and it get taken off, its scenes of "inner" Moka in a red colored bed, then her looking out a window, later on its a scene of her fighting the rest of the cast basically.

Hmm I seemed to have missed it, I guess the lack of credits threw me off from thinking it was the ending of episodes.
Thanks for the help! I was hoping it meant there was a Season 3 and actual plot coming. :<

Dang. I actually really liked that show and though I saw all of it, but I too must be missing something somewhere because I do not remember those scenes either.

I wish they would do more seasons of that show, but I heard it's not very likely.

I highly recommend giving the manga a go, it has a far larger respect to all the characters in giving them the limelight and interesting story.
