Who decided classifying Madoka as PG was a good idea?

Madman has it all volumes listed as M, I do wonder where they got their rating from.
Unless they go all 4Kids. |

And that is the official rating handed out by the ACB. That only applies to the home video release however. It is at least being shown post-watershed, which Wikipedia says is 20:30 for M. |

Although the ABC3 program page has episodes I Think That Would Be Truly Wonderful and I'm Not Afraid Of Anything Anymore rated as PG, I would think that the third episode, I'm Not Afraid of Anything Anymore, would be classified higher for having one of the defining scenes that raise the rating.
