Dude! Have you not seen that question answered about 50 times in this forum?! YES!!!! You can submit more than one ninja into the contest!!
But for your other question, I'm not a judge, but a participant, so I'm not so sure on the answer. However, if I was you, I'd submit it again just to make sure.

Submit as many as you like.
Connections to existing characters is fine, so long as it hasn't already been done in the series. The contest calls for original characters that fit into the series, so using what you know about the show to make a compelling character that has connections to existing characters is fine. |

It also says we can change the rules anytime we like. Arguing here about the exact parameters of the rules is a waste of your time; just make your submission and submit it.

OK, I had just submitted mine, but I'm probably gonna ask the stupid question now...
Did we have to give our mailing address on our entry? Or do winners get contacted by ANN? How exactly does that work out?

Seriously, please stop worrying about the rules. Just compose your entries, mail them to the address in the contest rules, and let it go. Continually asking for detailed clarification on rules that are not very complicated or difficult to understand is only going to further confuse the issue.

Neither do I, but I still plan on entering. Just find someone you know who has a scanner they will let you use or see if there are any you can use at your school.

Hey, I was just about to submit my entry, but I may have gotten carried away with the text for the drawing. In a traditional word processor, it is just about one full page at 12 font Times New Roman. Before I enter, I would like to know if such a long description could get me disqualified, or if it could hurt me in any way.
Any help on this matter would be greatly appreciated. Thank you very much!
