Yes. It's the % of japanese households in the Kantô region watching the given program.

1.8 is fine for TV Tokyo... they're one of the less viewed major TV stations in Japan. Bleach was hanging around at 1.8-2.0 for years before it finally dipped under 1.5 average in its final year. Ace of Diamond should just hope it maintains that kind of rating.

I had no idea Shaun the Sheep was even airing in Japan let alone doing well, there again I've heard that Wallace and Gromit is popular over there... or at least was.
