It's probably Brolly. I guess that could be cool, even though it would be his fourth film. Maybe if he went Super Saiyan 3?

I kinda hope it's not a villain we've already seen, especially Brolly actually.
Brolly was a good villain for fights, but story-wise, even by DBZ standards, his reasoning for hating Goku were baffling.

That would be awesome and it could give Piccolo a chance to shine again. Also, it would be nice to see a new story that was not Saiyan-centric.

I doubt it'll be anyone from a previous movie, since those always kind of existed as their own thing. Re-introducing a movie character in the canon timeline might happen, though.
I'm not wild about seeing Freeza or Cell again, but at the same time, if they go with a new villain...I dunno. I can never get over the one-off movies (for any shonen franchise) where we're told about some all-powerful villain we've never heard of before who's even more powerful than the all-powerful villain it took the heroes 50 episodes to defeat.
Because then they beat him in an hour, which makes him not all that impressive in retrospect. Well, here's hoping they're able to pull off some kind of interesting surprise.

Doesn't Shenron have a 1 year limit when it comes to reviving people? Hate to see the series go backwards in time rather than forward.

the villain will probably be stronger then whis & beerus, and no one we've seen could even dream of going anywhere near them
