I didn't find the word in the FAQ, and it said not to submit "world manga," but I've seen other websites submit manhwa while avoiding manga outside of Korea/China?Japan. So, I'm not sure.

I believe the answer you're looking for can be found in the sixth post on this page of the FAQ. It seems the preference is that Encyclopedia editors should be the only ones submitting these titles.

That's not what I read in the FAQ.

"We can't add it, but YOU can. The Encyclopedia is a user-contributed database; it's made specially so that you can add missing information by yourself. You just need a user account. So please do take the time to register and submit the information you found was missing."

Manhwa, OEL manga, live-action TV series or movies. etc., are added on a case-by-case basis. With over a thousand manga titles waiting, non-Japanese titles are not exactly on the priority list unless there's a newsworthy reason e.g. getting animated.
