that is because OP was all the way back in the thriller bark / sabaody arc which no one was interested in. if it was somewhere like in the paramount war arc or the new world arc, then there would have been an increase in viewership. that timeslot didn't help its cause either just like it didn't help code geass during its run.

also considering how well tokyo ghoul did, it would be a real disservice if season three didn't get a simuldub or an AS broadcast after the disaster that is iron blooded orphans season 2 ends.

judging from the trailer and the plot description, this series will adapt the :re manga, meaning that all the material from the original manga that wasn't adapted will simply be left untouched. The only question is if Root A is going to be canon for this new anime season or if the anime retcons Root A, instead continuing on from the events of the manga.
