So is Shonen Alchemist the overall title for light novels? If so, this is for light novels of Japan currently or past light novels?

This magazine is for new novels, although the authors have published works before. The publisher's name is Alchemist, which is where the magazine get its title Shōnen Alchemist (no relation to the Fullmetal or Arms one).
