Unfortunately my order of The Twelve Kingdoms 3: The Vast Spread of the Seas was delayed again. Do you think I could continue with volume 4-7 without missing anything important, and read volume 3 as last?

It should be all right. My memory's a bit fuzzy, but I think that one is set chronologically before books 1 and 2, and is self-contained. You learn a lot about King En and Enki in it, but I don't think any of that is crucial for understanding book 4 at least. Even in the anime version of it, the framing device of Yoko being told the story was added in, probably so we won't forget the main protagonist.
