I wonder sometimes why people in Japan are buying half of these titles when a majority of them are not even worth spending money on.

Yes, people have different tastes. So sorry to break your delusion of being the only one in the universe who knows what's good manga.

The list isn't half bad, Saint Young Men seems interesting, Giant Killing is a very good sports manga for a more mature audience and there's even Master Keaton (drawn) by Naoki Urasawa.

Sorry to break it to you, but not everyone can share your awful taste.

Moreover, I would assume that quite a few Japanese people purchase manga to read while in commute to and from work. Am I inaccurate in this assumption?

Nah, you're quite accurate there. There are tons book shops in the underground subways of Japan. I've been in one that was at least as large as the 1st floor as our Borders.

^ agreed, also you have to remember what they pay for a manga in comparison to us is relatively inexpensive so it's a cheaper form of reading pleasure.
