The reason is basically that its cheaper for the consumer to buy 2 mini boxsets then to purchase 6-7 individual dvds. That's also the reason the boxes for the individual series are now being released with the 2nd dvd instead of first now for many series.
This way a new entrant to the series hasn't spent $40 on a dvd + box for a show he doesn't like.
FYI this was taken from the funimation panel at Megacon back in Feb, from a series of questions I actually asked in regards to this trend  It's a much better marketing approach since individual discs have always been a rip off. |

How dare they? You DO know that you can watch DVDs SUBTITLED, right? I mean, this isn't VHS. If you don't like the dubbing, you don't have to, and guess what? YOU DON'T EVEN HAVE TO! Oh, technology, how I love you... being able to change it back and forth. MAGIC, I TELL YOU, MAGIC! /sarcasm
