I would be VERY interested in seeing this...I wonder if the will make some sort of clip or something available to other countires. How cool is this?!? What kind or repercussions does this discovery have?

Sadly, this will probably be pretty difficult to find on fansub... I remember looking for Momotaro's something or other, (supposedly the first anime?) and I couldn't find it. It will never get released here because it's so racist, but hopefully I'll come across it some day.

Coloured on paper? Does this mean he painted onto paper while projecting an image from the celluloid, before capturing a hybrid frame. Or does it simply mean he printed the black&white celluloid frames onto seperate paper sheets and coloured them in coulouringbook style before transferring it back to celluloid?

I'm going to hazard a guess that it won't be replacing GitS: Innocence at the theatres no matter how seminal it is.
