Why did they decide to revive the old story? Does it used to be a hit in the past?

It appears not. Sales of the series averaged only 2,085 per video volume.

Well, it's only a compilation film, so it probably costs relatively little to make. Why not try to get as much money from the franchise possible?

Just a question of curiosity, seeing that this anime is pretty old after all and I don't know the chances of them gaining money from franchises that already aged such as this, then again even more older works like Kiseijuu and Mushishi get their own anime/sequels so this choice is probably random.

While you may hear about the "Manabi line", which is sales of 3000 per volume, there is no hard line to reflect the success of any title. In the end, it depends simply on how much was spent (on production, promotion, etc.), and how much was earned.

That said, unless a title was quite low budget affair, sales of around 2K would generally be considered a failure, but probably not a disaster. Certainly not be enough on its own for any sequel to be considered. There are other measures of success for a series such as boosting original source material sales and merchandise licensing, but those are also typically affected by the popularity of a title.

Over on CR, a user ran the numbers for sales vs. sequels for series between 2010-2012, and to no surprise, the odds drop the lower one goes in sales:

As you'll note, only 10% of titles with sales of 4000 or less resulted in a sequel, vs. 3.5 times that for the next highest group.
