Read about this incident on JapanToday earlier this week and condemnation in the comments was pretty uniform, which I can well understand. Perhaps too many influences from Gendo Ikari?...

You'll probably be aware then that the abuse of authority and anti-egalitarian sentiments Imamura revealed through his comments and actions at this press-conference are symptomatic for the political climate in Japan. Silencing critical voices remains high on the agenda for this government. Insincere apologies and retractions can't mask that. Too many troubling ties.

Yes. The tie predates the transfer.

While I don't enjoy Mr. Imamura's hostile exchange with the reporter, I am ecstatic that he decided to Evangelion a bit of national exposure, even if he may not be a fan of the show.

We'll, he might still be wearing the tie, but not as a minister, not after the latest gaffe he made(while wearing the tie, just in case you were wondering...); (from Japan Today)
