I'm sure it's not just the Japanese.

it seems that One Piece and Pokemon switch places every other week.

Where is Bleach? Not as popular as Naruto in ratings?

Believe me, Bleach's ratings are still pretty good. Remember we're only looking at the top ten here.

Basically, the broader the audience, the higher the ratings. One Piece is a good example of a show that can be enjoyed by all age groups, hence the high ratings for the show.
