ok,
B range is respectable, but I don't see the issue with Fluff considering this has far less fluff than any number of shojo titles (& even though it runs in a shonen zine, it really is shojo)
I don't really see Sebastian as representing anything England. He is the butler of the Phantomhives, period. His bargain was to protect Ciel in the guise of butler. Once more we get the little spit-spat between the 2 as Ciel again seems to do his best to set his butler up for failure. Doesn't he SAY that in the curry-development phase? Somewhere I seem to recall Ciel commenting it would be nice to see Sebastian fail...This is what I like-as much as Ciel is currently Sebastian's master, it is a fairly antagonistic relationship. Both seem to enjoy the other squirming.
As for fluff, isn't this some of the back-story on the help or was that last book? All that would NOT be fluff as it plays into why such seemingly incompetant help would be kept. It's NOT for their household skills & those other skills play into the next plot involving those tickets the Queen gave Ciel. Wasn't it Agni in the manga? I remember finding the change in the anime version not as satisfying. For one, the anime seemed to suggest it was Sebastian who brought on the help while the manga shows it was Ciel & that it it Ciel who holds their loyalty for bringing them out of their past darkness.
The Noah's Ark Circus is worth the wait. We advance Ciel's past, the help & we get a shinigami. Not THE shinigami everyone seems to love, but a shinigami who actually brings out more info on Sebastian's nature. It's a wonderfully dark arc which brings us to the next equally interesting, more traditional mystery story arc.
