I can understand holding off for DVD/BR sales. But it would've made more sense to air this during the christmas season than at the start of summer considering it's a holiday themed episode. Just seems like an episode they had finished completely that they're withholding for sales purposes.

For this and the upcoming Tamako Market series, Pony Canyon's staff were responsible for coordinating timeslots for the show to be aired as well as producing DVD/BDs (and music for Tamako Market). For the past four productions (not including Chuunibyou), there has been an extra episode included on the final DVD/BD in order to increase sales of what tends to be the weakest selling volume. The staffers likely agreed that an extra episode (treated like an OVA) would be more profitable than buying another timeslot and airing it per normal.

As for producing this now, it makes sense to finish production on a series prior to moving to a new one. The Hyouka OVA entitled episode 11.5 was finished prior to streaming on July 7th, and it won't be on disc form until the end of next month (a much longer delay from end of production-> disc than this). It's just how the system/timing works.

For the last volume the're doing things a little differently for Chūnibyō. Originally the 'lite' episodes were going to included with each volume which is why there are 6 of them. However it seems they decided that the show was doing pretty well on preorders and made the decision to bundle the 'lite' episodes together along with an OVA for a 7th volume.

The one thing I'm glad about is the OVA is set after the last episode so we'll see how Rika's living arrangements get sorted out, plus those screaming for a kiss looks like they will be satisfied, even if it looks like an accidental one Smile

There's not been any information that confirms that theory, though everything but the pre-orders seem possible. The first 6 BD/DVDs were solicited as soon as the first episode ended (October 4th) and BD/DVD 7 was solicited on the first day of November.

BD/DVDs v1-6 never listed any of the Lite episodes, so they had already made plans for a 7th disc to include them. They just paired it with the usual "OVA" style 13th episode instead of airing 13 episodes like K-On! did. This had nothing to do with pre-orders as it takes longer than a month to compose a script, make storyboards, and schedule the actual animation process. It's likely that this was the plan all along ("air" the Lite episodes each week online to save on airtime costs while still having enough to make an episode-length feature).
