I've just played a bit of it on my iPad and can say its not really an 'anime-manga' hybrid. From what I've played thus far, it seems to be more of a linear, interactive novel.

If this was Oshii's attempt at returning to a more humorous setting since the Patlabor Ovas(?), it lacks what makes his sense of humour so vivid, the pacing and exaggeration evident in his comedic outings are lacking in here since, we pretty much pace it ourselves via 'tapping'. I'll play more tonight and pray it improves, Oshii's got a natural talent for comedy.

You might want to fix the link for "Dragon Quest" which goes to the manga page for "Dai's Big Adventure". Fujiwara had nothing to do with that series, as "Dai" was done by Riku Sanjo and Koji Inada. Fujiwara did a different Dragon Quest manga, "Emblem of Roto", which is probably where the confusion is coming from.

I believe the more appropriate term is "Kinetic Novel", which comes from a sub label of VisualArts (the publisher for Key games). These are Visual Novels with no choices. They continue to move without user interaction.

Although it is the proper name to a VisualArts sub label, the word is still used for any game done in that style.

Kinda, there's not much motion, just minimal static animation with text on the bottom. There's some sound effects, but that's about it.
