Cool, glad to see a review of this.
I bought this a couple weeks ago and really enjoyed it. I knew it wouldn't be sunshine and unicorns but that first story still surprised me. It definitely sets the tone for what's to come though, hahah.
The art didn't bother me; the female characters are more "anime-ish" looking than the males but I think it looks good overall. There weren't any jarring shifts in style or characters going into super-deformed mode or anything.
I think the episodic format worked for introducing the setting and the villain by showing various groups of rebels and their strategies for getting past him. Though the character of Wolfram isn't that developed yet, he's a formidable foe.

Anyway, I'm looking forward to future volumes and seeing where the story goes from here with William entering the picture.

I don't like the story since it's just a continuous tale of a group of people trying to win but loses every time because the cruel Big Bad somehow manages to beat them

Future volumes are even worse, spoiler[ where even more characters die failing.]

I would put everything after "I don't like the story since..." in the spoiler tags.

I enjoyed reading this review and hope it will pick up some more fans for series. While it's not perfect, the manga definitely engages me and I look forward to volume 2.
