I'm sure this will be available in some format when they release the Blu-Ray (whenever that may be). Here's to hoping they'll have them for international screenings.

That aside, I cannot think of two characters better suited to command you to have movie etiquette and courtesy than Hitagi and Kyubey. I can't wait to see what they have in store for this.

Holy crap... I see what they're doing here...

They're going to have Ougi providing tea and cake for the audience members and Mayoi making contracts with the girls. And in the last one, Kyuubey will be trying to make contracts and Hitagi is gonna be all like, "That won't be necessary" and staple his mouth or something. Not to mention Karen... But she's just an idiot, you know? Truly an idiot. So who knows what she'll do. =P

Still, this set up is way too perfect. All I want to know now is... when will Kyouko make her debut in Monogatari? Much less Madoka...

LOL, these sound way more amusing than the "No Kicking/No Smoking/No Shooting (film)" warnings they played before the Conan movie a few years back.

Would love to see something like that in this neck of the woods. Too many people don't know how to turn off their phones or other devices for a couple of hours, when watching a movie or play in a theatre. Really, how hard can it be!!!

Mayoi: I'm Mayoi!
Sayaka: And I'm Miki Sayaka!
Mayoi: When greeting someone, please don't grope. Like Arararararagi.
Araragi: Oi.
Mayoi: Sorry, I flubbed it.
Araragi: Like hell it was.
Mayoi: Araragi.
Araragi: SO IT WASN'T ON PURPOSE?!
Sayaka: ...... *looks away*
*flashback*
Sayaka: *gropes Madoka* You are going to be my wife~
Madoka: Stop it~
Homura: New target spotted. *whips out a .50 cal sniper rifle*

Witch is probably Candeloro (she's polite before taking you in for teatime).

Also I think the prices would be:
Something like:
DVD ($30 [without too much extras]-60)
Madoka Magica Rebellion:
Extra contents:
Artbook
Commentary

Blu-Ray Limited Edition ($110)
Extra contents:
Artbook
Translation of Artbook
Pamphlet for Movie
Commentary
Soundtrack
Commercial
Chipbox and Digipak
Shorts

I think Alamo Drafthouse has produced the best PSA ever on the subject, though it does happen to be rather specific to them.

Though keep in mind, around the world it varies: "How cultural differences affect mobile use."

In some countries, it's perfectly acceptable to keep the phones on in the theater. Even a few Japanese movies, such as Sadako 3D 2, want you using their smartphone apps.
