It has been confirmed that the main character is Claire Redfield and the other girl is Barry Burton's daughter whose name is Moira Burton.
It is on the Capcom Unity site.

I don't know, guys. After their last atrocity (RE6), I'm a bit iffy on the whole RE franchise. Lighten up on the action and more on the survival-horror and you may have a winner.

No point in telling them that. This is a sequel to RE Revelations 1, which did just that.
