Huh, it's a Niconico embed so you shouldn't have to sign in to watch it. That's strange.

It looks like a fun watch but for some reason that player won't let you skip ahead to fast forward at all.

I don't have time this moment to sit and watch a 41 minute video in it's entirety and hope I enjoy the whole thing.

As long as the loading bar is white, you can skip up to however far it's gotten. Works for me.

If I click the start button it will prompt me to download the app or link me to the sign up website:

I would maybe ask over in tech section. I'm wondering if it has anything to do with watching in an iPad: animenewsnetwork.com/bbs/phpBB2/viewforum.php?f=6

While it would be an extra step, you can sign up for free via FB and watch it that way.

I'm getting that too. It must be something extremely new, as I didn't have any problems watching that video of Sexual Harassment Pepper a couple of days ago.
