Nintendo is going to immediately shut down this kickstarter.
They've done it before. Multiple times. A book was to be funded showing classic video game covers. Nintendo killed it. The localizer of Earthbound was set to make a book about his experience of making it. The funding was cancelled.
Many rights holders immediately kill of any kickstarter using their IP they hold the right to. This will be killed on sight. Anyone donating to this lost cause is a fool.

First, I imagine it's TPCi's call here and not Nintendo's and TPCi already knows about it. Second, backers aren't risking anything. Even if it does get shut down like you say, the money simply never gets charged from the backers.

Is this for the VG or TCG? I'm not familiar with the names but them again I started plsying the TCG competitively this year.

It's for the video game championships. Wolfe Glick was the Video Game US National Champion in 2011 and 2012 in the Masters Division.

I think this would fall more under Game Freak and The Pokémon Company's descretion. Nintendo's only the publisher.

With you folks have said, the campaigners should not have even started this project. However, why might not such a thing fall under fair use?

It doesn't matter if it does - copyright law is a bitch to deal with, so lawyers familiar with it tend to be expensive(and courts are slow, only adding to the cost).
