This anime was actually created to coincide with a Dragon Ball Z video game that had the same plot. It served as a sort of player's guide.

This "OVA" isn't actually an OVA at all, it is simply a collection of clips from the Playdia video game "Dragonball Z: The Plan to destroy the Saiya-jin" merged together to form a complete movie. 

The OVA was released on VHS at the same time as the Famicon video game with the same name in August of 1993 to be used as a visual guide for the game. It was later edited, chopped up, and given alternate scenes to become an interactive video game that was released in September of 1994 for the Playdia game console. The OVA (OAV) was later re-released in Volume 2 of the DragonBox Z DVD Collection in 2004. Recently, it was included in the OVA section for OVA's released in the 1990's on Toei Animation's website in 2007.
