In the 23rd century, mankind has fled earth and emigrated to the moon. The human population now lives in the Lunar Republic of Eden, inhabiting six massive domes that form a teeming megalopolis, In this final outpost of mankind, all citizens are guaranteed a life of peace and harmony under the strict supervision of the citizens administration council. Having completed his mandatory education, 15-year-old Takeru is now in a six-month period of freedom that will end when the Council determines his social status based on aptitude. Troubled by doubts about his future and stifled by so-called freedom granted to citizens, Takeru, together with friends Kazuma and Biz, vents his frustrations by racing his customized Lunar Terrain Vehicle - LTV -. One evening on a lunar track that stretches across the moon's surface, Takeru and his buddies are fine-tuning their LTV in preparation for an upcoming tube race. They labor under a beautifully projected blue sky that forms a quiet backdrop for a panoramic landscape of trees and plant life. Suddenly, this serene mood is shattered by the ominous roar of souped-up engines, signaling the arrival of Takeru and company's rival racers, Team Moonshine. The team's leader, Taira, mocks Takeru's homemade 3-wheeler LTV and challenges him to a race. Although his machine is not fully tuned, Takeru accepts the challenge, the race starts, and the LTV machines tear across the track, kicking up a dazzling shower of fiery sparks. Locked in a dead heat, Takeru and Taira race for the finish line. But as they close in, Takeru's engine blows, setting off a violent explosions. Held responsible for the ensuing accident, Takeru and Kazuma are apprehended by the Citizens Administration Council.
