According to Nikkei.net, Pioneer Entertainment may be the holders of the Lupin III TV series rights...

Thomas Entertainment, on the 27th, has awarded the popular anime series "Lupin the 3rd" TV broadcasting and video rights. Theater and product rights are included, too. During the 7-year contract period, sales are estimated to be around 14 billion yen [$112 million USD]
