Either they are going to go after more people or just stop doing this.

Unlike the United States, Japan does not have any problems with prison overcrowding.

At the end of 2009, their prison population was 75,250, compared to 2,424,279 in the United States.

(The populations of the two countries at that time were 127.5 million for Japan, 307 million in the United States).

In other words, unlike us, Japan can sweat the small stuff.

If by "sweat the small stuff" you mean "make up the difference".

They were storing some random stuff. I feel like if they were going to store something offsite, it would be a rather large horde of anime and TV shows, not 10 or so random episodes. It seems ridiculous for someone to actually be arrested for such a small amount of piracy.

Isn't that about the amount of teenagers left in Japan?

exactly how does the japanese police have the authority to search and seize someone's storage? or is this article mislabeled as the people were storing and 'sharing' those files for download.

From the article:
"...for an unknown number of Internet users to access".

To me it sounds like they were archiving for a ddl share site.

Ok, I'm all for the "War on Piracy", but this is getting a little ridiculous.
Now they are gonna start searching every anime site, and arresting the archivers?
