Yes, I found one place with a $5 markup, that also takes Paypal which avoids my banks currency conversion fees.

I got a Japanese iTunes card from J-List once, but what with commission and the exchange rate I paid double the going rate per track, and that was for files that are lower quality than the local store and with DRM that made them unusable on my non-Apple phone.
