I think you have to create a "My Anime/My Manga" list for yourself. That option can be found in the left hand column under "Interactive." After you make your list, you are given the option to give the anime/manga a rating and/or a comment.
Umm...I think you look on the right side column and there's an option of "Add Anime I've Seen." You then are given a list of the letters of the alphabet to choose from. Choose your letter, select the dot "seen some/all," click "record these selections" (at the bottom). Then click the "My Anime/Manga" in the right column and you'll then be routed back to your list so you can rate/comment.
