The arc in the tv series takes place 20 years after the one in the OVA? Am I gonna need to read the manga in order to understand what's going on in this show?

Not really. The time-skip is in the manga as well.

Well, the OVA actually adapt the One-Shot while the TV Series adapt the Serialization.

You don't really need to read the One-shot to start the manga too, but it's a big plus.

If you watch the OVA before, that should be okay, you don't need to read the manga.

Isn't the "Bugs 2" arc the first arc in the manga? In the Serialization? And I think the Annex 1 arc is the second, though I'm not sure, because I only read the first volume ( Bugs 2arc)

That's a week before the usual start of fall titles. Having somewhat of an interest in B movies and cheesy stories, I might check it out.
