Someone who needs a large bulk purchase of platinum, I surmise. Although 10kg of platinum would only be worth $394,600 at today's price.

They expect Frozen fans, particularly the unique Japanese variety, to buy it.
And why? Because there's something basically WRONG WITH THEM.
(I mean, I wasn't crazy about everyone gushing over the bro-hugs in Big Hero 6 either, but at least that one has normal fans...)

Why was this made? No one in Japan outside of politicians have the money to burn on something like this in this new recession. Then again a rich buyer from HK, the US, or EU could afford this and buy it.

Even with the rare metal Platinum surrounding it, I still can't see how this Frozen-themed calender would be worth $836,000+, particularly since calendars become more useless as the months pass by.
