For it to have an 18+ rating, I wonder what it has in it.

Looking this up, real quick, based off the back of the box, it seems it was due to "Violence" and "Gun Usage". This probably means it has some rather graphic violence, though inFamous has the same rating and rating descriptors, so it could just be CERO being anal.

Still not sure why the inFamous series in Japan has the Z (18+) rating...

(EDIT: Just one more thing about this... Interestingly enough, I just looked it up, and all across Asia, inFamous has the 18+ rating.)

inFamous received a CERO Z because you can hurt innocent citizens in it.

Was that the only reason? I remember awhile back, Jak II got censored in Japan, where although you can still interact with the civilians (punch them and shoot them), they won't die after being hit several times. I actually thought this was to avoid a B (then just 12+) rating, but that does bring up an interesting point if that's the only reason.

For the record, western versions that carry the Japanese localization for Jak II are uncensored in that regard, though I seem to recall the Japanese localization not being 100% polished, as I believe some text didn't match the voice acting completely.
