Editing Free English Cast

Today I went to go edit the English dub cast list for Free! Iwatobi Swim Club, where for some reason only five cast members are given despite numerous confirmations of other cast members. However, when I got there I discovered that there is no way to edit the list. Is their any possible way to add the selections that are not given?

It was locked out because people were adding the Eternal Summer cast when the first season was still sub-only. I've unlocked it now.
