Okay, well I think it's obvious this is from some season of spoiler[Initial D.] For the characters involved, going by the Wikipedia page I'll say spoiler[A is Kenji and B is Itsuki Takeuchi.] For context I can only repeat Hint #1 and say spoiler[Kenji has brought in a tape of a famous racer, presumably to prepare for a race, but Itsuki was hoping for a different sort of excitement.]
