Given the advances in VR that have been coming out of Japan so far, I imagine there's gonna be a whole lot of masturbating going on in those classrooms.

Wouldn't a real VR school be only online? And wouldn't the first question on the entrance exam be: "Find the school."?

That's the big problem: Supply and demand. (Or wait, are they saying there's too much demand and not enough supply, instead of the other way around?)
When there's a "future new technology" that electronics companies eagerly want to jump into as the officially marketed Next Big Thing, without really seeing the point or application of, it comes down to what role it's actually meant to serve.
And if it doesn't really serve an active role in filling some niche of audience demand, it...soon finds out why pr0n is the first to start taking over any other technology.

It's the identity problem 4K UHD is having at the moment, and 3D printing still can't break out of its image of "Custom action figures".

Yes; there is more demand for virtual reality than there are those skilled enough to develop it.

If they want to stress the digital age, it would be online-only. However, as some ANN stories in the past have shown, Japan is somewhat behind in some areas of digital technology.
