Because this is (technically) a fighting game and Tifa is a hand to hand brawler?
She's easily more popular than Sabin or Snow (and any other MNK character from those job system games) and was already in duodecim
I mean for most people it could just be her [disproportionate physical assets] but there's plenty of reasons I'd like to see her confirmed at some point

Dude, I know it's incredibly unlikely to ever happen, but if they could put her and Chun-li in right alongside Cloud and Ryu, I could die a very, very happy man with absolutely no regrets.

Ultimecia was boring as hell as an antagonist in FFVIII, and she's not very exciting as a character either; they really should give her spot to someone else.
