Well, the character is from Seirei no Moribito, but I'm having some trouble finding his name. Wikipedia seems to have him listed as The Blue Hand, but rewatching some of the anime it seems like that was used for the name of his business. It wasn't clear to me from the anime that he actually goes by that name himself. It looks like he is credited in the anime as Casual Kimono, which is what ANN's encyclopedia has for him, but that just seems like a way of listing him in the credits since he wasn't named. Anyway, hopefully that's a sufficient explanation of who he is.

There's a picture of him on MAL where he's named Kinagashi. Translated into English that becomes Casual Kimono (and thus the name used by ANN), which describes how he wears his kimono without a hakama or, more generally, how he dresses casually. That would have been my next clue. You're right: no one mentions his name in the episode so I suspect ANN & MAL are referencing the original novel. I'm happy to accept a description.

I don't think Kinagashi is actually his name though, but still just a way of listing him in the credits. The Moribito wiki says he is an anime-original character.
